COVID-19 Update #5

Measures in force in all Level 4 – maximum alert red zones. Changes as of February 26 to March 12, 2021

These regions continue to be at Level 4 – maximum alert (red zone)

  • Montréal
  • Montérégie
  • Laval
  • Laurentides
  • Lanaudière

Curfew in Montreal and in all red zones in Quebec will continue from 8:00 pm to 5:00 am.

All other public health measures in Level 4 – maximum alert (red zones) remain, with the following exceptions:

Cinemas

  • Cinemas reopened as of February 26, provided they comply with the public health measures in force.
  • The wearing of a surgical mask is mandatory, and a distance of 2 metres between persons must be respected at all times.
  • A maximum of 250 people is admitted into each screening room.
  • Sales of food are not prohibited.
  • No gatherings will be tolerated before, during, and after the projection of the film.

Sports and recreation

  • 8 people who live at different addresses may engage in sports and recreational activities in outdoor public places.
  • The limit does not apply to people who reside at the same address.
  • A person responsible for the activity may provide supervision or direction.

Indoor swimming pools and ice rinks

  • Indoor swimming pools and ice rinks may reopen.
  • Those in the same family bubble can go to indoor swimming pools and ice rinks.
  • The only activities permitted will be the individual practice of a sport, or a training session for one or two people with an instructor.

Businesses, stores and boutiques are open

  • 1 person per household is recommended at a time
  • Delivery services and help from loved ones preferred for people at high risk of complications
  • To respect the curfew, all commercial enterprises must close their doors no later than 7:30 p.m.

Personal care services are open

(such as hairdressing, manicures, or spas hair salons)

  • Indoor and outdoor spa facilities can reopen starting from March 26, provided that they comply with strict health recommendations.

Tourist hotels and accommodation*

  • Only people who live in the same house can stay in a hotel room together.
  • Restaurants in hotels must remain closed. Meal delivery to rooms and take-out orders are permitted.
  • During the curfew period, only meal delivery to rooms is allowed.
  • Indoor hotel swimming pools can reopen starting from March 26, provided that they comply with strict health recommendations.

*Important reminder: travel between regions is not recommended.

Scholl updates

Elementary school

  • Students in Grades 1 to 6 must wear a procedure mask at all times in the classrooms, when in school and when on the school bus.
  • These measures do not apply to certain students with special needs and they do not apply in the playground.
  • To find out who is exempt from wearing a mask, go to the page  Wearing a mask or face covering in public settings in the context of the COVID-19 pandemic.
  • In-person extracurricular activities may begin again on March 15, but only within the same class group.
  • Field trips and interscholastic activities may begin again on March 15, but only within the same class group.

High School

  • In-person extracurricular activities may begin again on March 15, but only within the same class group.
  • Field trips and interscholastic activities may begin again on March 15, but only within the same class group.

CEGEP and universities

  • All types of teaching activities, including theory courses, can take place in person provided that rooms are no more than 50% full.
  • Group educational activities involving a maximum of 6 students during which procedure masks are worn and physical distancing of 2 meters is maintained are allowed. Here are some examples:
    • during some educational activities that involve singing, playing wind instruments, theatre or physical activity
    • during oral presentations
  • Students must keep 1.5  meters apart when they are sitting in class.
  • They must keep 2  meters apart in all other situations.

These regions are now at Level 3 – intermediate alert (orange zone)

  • Abitibi-Témiscamingue

  • Bas-Saint-Laurent

Curfew in all orange zones in Quebec is between 9:30 p.m. and 5:00 a.m.

  • Unnecessary social contact is not allowed, e.g. gatherings with family or friends, etc.

COVID-19 Update #4

Mandatory hotel stay for all who travel by air to Canada

The Government of Canada is introducing new measures to help limit the spread of COVID-19 and its variants in Canada.

The new hotel and quarantine measures were announced on January 29. Processes to support these new measures are in development.

It is strongly advised that Canadians cancel or postpone non-essential travel plans outside of Canada. Now is not the time to travel.

People who travel by air for non-essential reasons, such as vacation, will face new measures and expenses when they return to Canada.

Travellers must still provide proof of a negative COVID-19 test taken within 72 hours before their scheduled departure time.

In the coming weeks, travellers will also be required to:

  • take a COVID-19 test when they arrive in Canada;
  • reserve a room in a hotel for three nights at their own cost, while they await their test results.

For travellers

All hotels will be located near one of the four Canadian airports currently accepting international flights:

  1. Vancouver International Airport
  2. Calgary International Airport
  3. Toronto Pearson International Airport
  4. Montreal-Trudeau International Airport

A full list of hotels will be available shortly.

This new three-day hotel requirement will be mandatory for all air travellers arriving in Canada, with some limited exceptions. Travellers must remain in their hotel rooms. They are responsible for all associated costs, such as:

  • hotel room
  • food
  • security
  • infection control
  • Transportation

Due to these extra costs, travellers can expect to pay much more than the cost of a traditional hotel room booking. Travellers will complete the rest of their 14-day quarantine at their planned location once they:

  • receive a negative test result from the test they did when they arrived at the Canadian airport  and;
  • demonstrate that they have a suitable quarantine plan.

This includes travellers using public transportation and those taking a domestic flight to their final destination.

COVID-19 Update #3

Changes to Confinement Measures; February 8, 2021

New public health measures will apply starting on February 8, 2021.

These regions will remain at Level 4 – Maximum Alert (red zone)

  • Montréal
  • Laval
  • Laurentides
  • Lanaudière
  • Montérégie
  • Capitale-Nationale
  • Chaudière-Appalaches
  • Mauricie-et-Centre-du-Québec
  • Estrie
  • Outaouais

These regions represent approximately 90% of Quebec’s population.

The curfew in Montreal and all red zones in Quebec will continue from 8:00 p.m. to 5:00 a.m.

All non-essential businesses may re-open, including personal care services (hair and beauty salons), shopping malls, libraries and museums, with restricted capacity. Gatherings and loitering in these areas are not permitted.

ll other public health measures in Level 4 – Maximum Alert red zones remain the same as they were during the period of December 26, 2020 to February 7, 2021.

The curfew in Level 3 regions is between 9:30 p.m. and 5:00 a.m. Quebecers must not leave their homes except in cases that justify travel.

Police officers continue to ensure compliance with health measures and can intervene when individuals are outside their homes during curfew hours. Offenders are liable to fines ranging from $1,000 to $6,000 if they are unable to adequately justify why they are outside of their home. Young people 14 years of age and over are subject to a $500 fine.

To ensure individuals who are travelling to and from work during the curfew can readily demonstrate that such travel is legitimate, employers are asked to complete the Employer Attestation Concerning Travel During the Curfew Decreed by the Government of Quebec.

CURFEW AND NEW RULES  

January 9 to February 8, 2021

Because the rate of COVID-19 cases continues to rise in Quebec, we have some updated information to share with you about the curfew and rules starting on Saturday, January 9, 2021.

CURFEW

  • All people living in Quebec must stay in their homes from 8:00 pm to 5:00 am every day from Saturday, January 9 to February 8, 2021. 
  • Police will give fines between $1,000 and $6,000 if any person 18 years and older is out of their home during curfew hours (8:00 pm and 5:00 am) without a legitimate reason.
  • Police will give fines of $500 to young people ages 14 to 17 years old if they are out of their home during curfew hours without a legitimate reason.

 

LEGITIMATE REASON FOR BEING OUT DURING CURFEW HOURS

Work:

  • if a person must work during these hours, their supervisor must complete a government form that proves that they must work during curfew hours.
  • a person is returning home from the airport after a work-related flight;
  • a parent must take their teenager to work (must have the form from their child’s supervisor to prove that the teenager must work). 

Medical appointment:

  • a person must go to, or return home from, a hospital, clinic, dentist’s or optometrist’s office;
  • a parent must accompany their child to or from a medical appointment;
  • a person who must buy medication immediately following a medical appointment;
  • a person who must visit a sick or injured parent.

Parents who share custody of a child:

  • a parent must pick up their child from the other parent who shares custody and lives at a different address.

Dog owners:

  • A person who must go out so that his dog can do its business, within a radius of no more than one kilometre from the person’s place of residence or temporary residence.

INDOOR/OUTDOOR VISITORS TO HOMES OR COTTAGES ARE NOT ALLOWED

Exceptions:

  • one visitor from another address for single individuals (the same person to limit social contacts);
  • one informal caregiver;
  • individuals offering services or support;
  • labour for planned work.

INDOOR/OUTDOOR PRIVATE GATHERINGS ARE NOT ALLOWED

OFFICES

Telework is mandatory for people working in offices from December 17, 2020 to February 8, 2021 inclusively, except for essential workers (ex: police, fireman, health workers, daycare workers, food store and drugstore workers, restaurant workers, etc. If you are unsure if you are an essential worker, please check with your employer.

SCHOOLS

Childcare services (daycares, CPE and family daycares) will remain open.

Preschool and elementary students will return to school on January 11, 2021.

  • It is now mandatory for grade 5 and grade 6 students to wear masks or have their nose and mouth covered while in school and on school grounds.
  • Extracurricular activities, school outings or inter-school activities are not allowed.

High School students will have online school until they return to school on January 18, 2021.

  • Is it mandatory for all high school students to wear procedure masks in the school and on the school grounds. 
  • Students and teachers will receive two procedure masks daily.
  • Students in grade 9, 10 and 11 will continue attending in school classes one day out of two.
  • Extracurricular activities, school outings or inter-school activities are not allowed.

Specialized schools for children who need special services will remain the same. Check with your child’s school to be sure of their policies.

Adult education and occupational training

  • Students will resume classes on January 18, 2021.
  • Students must wear procedure masks while in the school and on the school grounds.
  • Students and teachers must always maintain physical distancing of 2 metres. 

CEGEP and universities

  • Online learning continues.
  • In class activities only when essential. 
  • Libraries remain open solely for access to individual workspaces and library resources.

RECREATION AND SPORTS

Outdoor sports and recreational activities must from now on be limited to the family bubble.

  • Activities such as walking, downhill skiing and cross-country skiing will be tolerated, if they do not occur in groups.
  • Downhill ski resorts will remain open but those who offer night-skiing must stop activities at 7: 30 pm until February 8 inclusive to respect the curfew.

 

All Indoor sports activities are not allowed as of January 9, 2021.

Exceptions:

  • physical education classes in the school;
  • training of identified athletes and professional sports that have obtained an authorization from Public Health.

ACTIVITIES ORGANIZED IN A PUBLIC PLACE

  • Funerals of up to 10 people and demonstrations ARE ALLOWED.
  • All other organized activities are NOT ALLOWED (Religious activities, weddings, celebrations, etc.)

NON-ESSENTIAL BUSINESSES

All non-essential businesses in red zones will remain closed from January 9 until February 8, 2021.

Restaurants

Restaurants may continue to provide delivery, take-out and drive-thru service only.

Personal care services and retail stores – CLOSED

Personal care services such as hairdressing, manicures, and spas must close from December 25, 2020 up to and including February 8, 2021.

ESSENTIAL BUSINESSES AUTHORIZED TO OPERATE FROM JANUARY 9 UNTIL FEBRUARY 8, 2021 UNTIL 7:30 PM

  • pharmacies*;
  • service stations (gas)*;
  • medical and eye care goods stores;
  • professional healthcare services (dentists, optometrists, physiotherapists, osteopaths, etc.)
  • grocery stores and other food stores.
  • pet food and supply stores;
  • convenience stores;
  • megastores (Walmart, Costco): food and pharmacy sections only;
  • computer and electronic equipment repair service stores;
  • sports and outdoor recreational equipment repair and rental stores;
  • hardware stores;
  • work equipment stores (safety and protection);
  • cleaning businesses and businesses that sell household and building maintenance products
  • Garages for repairs only
  • the Société des alcools du Québec (SAQ);
  • the Société québécoise du cannabis (SQDC).

*Only service/gas stations and pharmacies are allowed to have regular hours.

THERE WILL BE MORE POLICE PRESENCE TO ENSURE THE CURFEW AND RULES ARE FOLLOWED  

Offence reports and fines will be issued to people who do not respect and follow the rules and curfew

FINES:

  • Young adults 14-17 years old = $500
  • Adults = $1,000 - $6,000

Important information from the Government of Quebec about COVID-19 Holiday Rules

Because the rates of COVID-19 cases have risen since our last DAWS workshop, we have updated information to share with you about the rules over the holidays:

Indoor /Outdoor Activities

All indoor and outdoor private gatherings in Quebec are not permitted during the holiday season from December 17, 2020 to January 10, 2021.

However, during this period: 

  • a person who lives alone can join another family’s bubble, but it must always be the same bubble;
  • a single-parent family with one or more minor children can join another family’s bubble, but it must always be the same bubble; 
  • a person who lives with his or her minor or adult dependent children and is a member of a couple with someone who does not live with them may have that other member and his or her dependent children visit them inside his or her private residence.

Office parties

Activities such as office parties are not allowed in all regions.

Offices

Telework is mandatory in all regions from December 17, 2020 to January 10, 2021 inclusively, except for essential workers (ex: police, fireman, health workers, daycare workers, food store and drugstore workers, restaurant workers, etc.) If you are unsure if you are an essential worker, please check with your employer.

Schools

Childcare services (daycares, CPE and family daycares) will remain open. However, during the Christmas holidays, families are advised to keep their children at home as much as possible and inform their childcare provider beforehand. 

Preschool, elementary and high school students will have online school on December 17 and18, 2020, and from January 4 to 8, 2021.

Specialized schools for children who need special services will be able to attend school on December 17 and 18, 2020, and from January 4 to 8, 2021. Check with your child’s school to be sure if they are open.

Emergency school childcare services

Emergency childcare services will be set up in schools on December 17 and 18, 2020, and from January 4 to 8, 2021, but only children whose parents are essential workers will be accepted. No emergency childcare services will be provided if a day off is scheduled.

Non-essential businesses

All non-essential businesses in red zones will be closed as of December 25, 2020 until at least January 11, 2021.*

Restaurants

Restaurants may continue to provide delivery and take-out service only.

Personal care services and retail stores – CLOSED

Personal care services such as hairdressing, manicures, or spas must close from December 25, 2020 up to and including January 10, 2021.

Sports and recreational activities

Outdoor group sports recreational activities such as skiing, hockey, snowshoeing, tobogganing etc. alone or as a family or in groups that have no more than eight participants plus one supervisor is permitted, as long as everyone stays at least 2 meters away from the other participants.

Outdoor activities are permitted as of December 17, 2020 at the sites of museums, biodomes, planetariums, insectariums, botanical gardens, aquariums and zoos.  

Authorized Essential Businesses

Only the following commercial enterprises will be authorized to operate from December 25, 2020 up to and including January 10, 2021:

  • medical and eye care goods stores;
  • professional healthcare services (dentists, optometrists, physiotherapists, osteopaths, etc.)
  • grocery stores and other food stores;
  • pharmacies;
  • pet food and supply stores;
  • convenience stores;
  • megastores (Walmart, Costco): food and drugstore sections only.
  • computer and electronic equipment repair service stores;
  • sports and outdoor recreational equipment repair and rental stores;
  • hardware stores;
  • work equipment stores (safety and protection);
  • cleaning businesses and businesses that sell household and building maintenance products
  • Garages for repairs only
